According to a decree issued by President Nguyễn Văn Thiệu in November 1967, the Cabinet of the Republic of Vietnam included the Prime Minister, 19 ministers/secretaries, and 7 deputy ministers.

From 1967 to 1975, the Cabinet changed 5 times. The person who held the position of Prime Minister for the longest time was General Trần Thiện Khiêm (6 years). The final Cabinet was formed on April 29, 1975, with Mr. Vũ Văn Mẫu as Prime Minister. However, before the Cabinet could be inaugurated, President Dương Văn Minh announced the surrender to the Liberation Army on April 30, 1975.
